Pondering and Power

The power grid back east going down wasn't a terrorist attack... But, now, the world knows how interconnected the eastern seaboard powergrid is.

So, what's to stop someone from starting an attack on the US by taking out one of the grids? After the pretty cascade effect of the whole Northeast United States go black. Surveillance equipment, radar, everything is run by electricity. Granted, a lot of it will have a backup generator. But, not all of that is on generators, and the generators can't power the full systems. The drain would be too great.

Eh, I'm just 'thinking aloud'.

My question, which I fear will not be answered, is why the rolling crashes occurred - it was supposed to have been fixed after the '65 blackout, if not the '77.
